La sociedad civil organizada responde al impacto de políticas públicas: las políticas sociales como factor causal del rol asistencialista de organizaciones de la sociedad civil (OSC) pro migrantes en Tijuana

Abstract

Este artículo pretende responder a la cuestión, ¿cómo contribuyen las políticas sociales a la orientación que las OSC pro migrantes de Tijuana tienen en la realización de actividades de asistencialismo básico para atender a deportados? La metodología está basada en una investigación cualitativa, siendo las entrevistas a profundidad la herramienta básica para obtener la información. Los resultados fueron muy claros en cuanto a la importancia que tienen las políticas sociales como orientadoras del asistencialismo básico por medio del tipo de proyectos que suele aprobar el Programa de Coinversión Social (PCS), pero los resultados son inciertos en cuanto a la correlación entre la orientación de las OSC pro migrantes respecto al asistencialismo, como efecto de sus participaciones en el PCS. Sin embargo, esta investigación contribuye a la reflexión de la importancia que el Estado y las instituciones que lo representan otorgan a la atención a los deportados, y cómo las OSC pro migrantes son una respuesta al efecto negativo de políticas públicas.

This article aims to answer the question, how social policies contribute to the orientation that CSOs pro Tijuana migrants have, in performing basic activities of welfarism, in view deported? The methodology was based on qualitative research, in-depth interviews being the basic tool for obtaining information. The results were very clear as to the importance of social policies as guiding the basic welfarism, through such projects usually approved by the Joint Social Investment Programme (PCS), but the results are uncertain as to the correlation between the orientation of the pro migrant CSOs to welfarism, as a result of their participation in the PCS. However, this research contributes to the reflection of the importance the State and the institutions that represent it provide in response to the deportees, and how CSOs pro migrants are a response to the negative impact of public policies.
