An abusive privatisation?: the impact of privatising the Mexican Federal Penitentiary System on the probability that inmates experience torture on prison
Mexico adopted in 2011 a partial privatisation policy of the federal penitentiary system. Despite most federal prisons are jointly administrated by public officers and private entities, research on the effects of this administration model on the life of persons deprived of liberty is limited. This article analyses the impact of privatised prisons on the probability that persons deprived of liberty experience torture during their time in prison. To estimate the causal effect, I use instrumental variables through a bivariate recursive probit model, with a survey of persons deprived of liberty gathered by INEGI in 2021. Results suggest that being in a privatised prison increases the probability for persons deprived of liberty to experience torture during their time in prison.

Classification of public procurement procedures based on red flags with a machine learning approach for the detection of possible risk of corruption
This study addresses corruption in public procurement by integrating machine learning and red flags. Objectives include evaluating red flags’ impact on corruption detection using machine learning models and comparing different algorithms’ performance. Using data from Mexico’s CompraNet platform, red flags—indicators of potential corruption— are incorporated. Supervised machine learning models (e.g., XGBoost, Random Forest, Logistic Regression) are trained and evaluated with using both inputs, with and without red flags variables. The key findings of this study underscore the significant positive influence of red flags on the accuracy of corruption detection across various machine learning models. The integration of red flags consistently improves precision, recall, and F1-scores, reaffirming their effectiveness as valuable corruption risk indicators. Furthermore, the comparative assessment of machine learning algorithms reveals variations in performance, emphasizing the critical nature of model selection. In conclusion, red flags effectively help to improve the detection of potential corruption risks in public procurement. Machine learning’s role in leveraging red flags shows promise for corruption detection. These insights have implications for public governance and policymaking, emphasizing the potential of data-driven approaches in mitigating corruption’s adverse effects. Furthermore, this research highlights avenues for future exploration, such as tailored red flag frameworks, real-time detection, and cross-domain application, providing a comprehensive outlook for advancing corruption detection and prevention strategies.

Vitivinicultura y apoyos gubernamentales locales: análisis de implementación para Aguascalientes, México
Actualmente hay un renacer de la industria vitivinícola en estado de Aguascalientes, México, y el gobierno local participa a través de diversos apoyos. El objetivo de este trabajo es analizar la implementación de programas agrícolas estatales a partir de la perspectiva de los vitivinicultores del estado. El análisis empleó un enfoque de rastreo de procesos junto a un proceso de triangulación. El último para conocer el grado de convergencia entre las diferentes perspectivas sobre la implementación de esos apoyos. La información se obtuvo de 7 entrevistas semiestructuradas y de revisión documental de documentos públicos relevantes. La investigación revela los siguientes problemas respecto a la implementación de apoyos al sector vitivinícola en Aguascalientes: Apoyos insuficientes a las necesidades de las unidades productivas; Desfase temporal entre oferta de apoyos y las necesidades de las unidades productivas; Reglas de operación que no favorecen en los hechos al pequeño productor. De atenderse dichos problemas, la industria podría establecerse de manera más sólida en el estado, lo cual conllevaría la mejora económica de los productores e incluso beneficios al resto de la sociedad.; Nowadays, there is a reborn of the viticulture in Aguascalientes, México, and the local government participates through many supports. The goal of this work is to analyze the implementation of local agricultural programs from the perspective of winemakers in the state. The analysis employed a process tracing approach along with a triangulation process. The latter was used to determine the degree of convergence among the different perspectives on the implementation of those support. The information was obtained from 7 semi-structured interviews and documentary review of relevant public documents. The investigation reveals the following problems about the implementation of supports to the viticulture sector in Aguascalientes: Insufficient support for the needs of the productive units; Time gap between the offer of supports and the needs of the productive units; Policy rules that, in practice, do not favor the small producers. Addressing these problems could lead to a more solid establishment of the industry in the state, which would entail the economic improvement of the producers and even benefits to the rest of society.

Detección de fugas de agua a través de imágenes satelitales y aprendizaje profundo
Alrededor del 40% del agua extraída se pierde a través de fugas de agua. Los métodos para detectar estas fugas son costosos y poco eficaces debido a que dependen de trabajo de campo, el cual es lento y no logra abarcar de manera oportuna la red de tuberías. Las imágenes satelitales representan una alternativa para la detección de fugas de agua dado que son producidas periódicamente y son capaces de captar información del espectro electromagnético con la cual es posible medir ciertas condiciones del suelo como su nivel de humedad o temperatura. En esta investigación, se utilizaron las coordenadas de las fugas detectadas y reparadas durante el periodo 2020-2022 en la ciudad de Aguascalientes, México. Por cada coordenada se descargaron 2 imágenes del satélite Sentinel-2 (S2): 1) imagen de fuga (antes de la reparación) y 2) imagen de no fuga (después de la reparación), además se añadió la temperatura del suelo (LST) como banda espectral para cada imagen de S2 mediante una estimación de LST utilizando imágenes del satélite Landsat 8. En total, 1970 imágenes fueron descargadas. Por último, se entrenaron dos modelos de Redes Neuronales Convolucionales, uno que incluye todas las bandas espectrales de S2 + LST y otro modelo que solo incluyera las bandas de S2. Los resultados obtenidos fueron de 81% de accuracy para el modelo que incluye bandas S2 + LST y 74% para el modelo que solo incluye las bandas S2. Estos resultados indican que sí es posible realizar la detección de fugas de agua por medio de imágenes satelitales y aprendizaje profundo.
