Relaciones entre la banca y el gobierno: la nueva estructura financiera en México

Abstract

Por primera vez en su historia moderna, México enfrenta a una banca con elevados niveles de propiedad extranjera. Este artículo argumenta que la nueva estructura del sistema bancario mexicano alterará fundamentalmente las relaciones entre el gobierno y el sector financiero. Para ello, relatará la historia de las relaciones entre el gobierno y la banca, demostrando cómo los cambios en la influencia que el sector bancario tuvo en la política gubernamental corresponden a cambios en la estructura de la industria. En lugar de que la banca actúe y sea tratada con el interés dominante en la elaboración de políticas mexicanas, se convertirá en un grupo más típico de la industria y se preocupará más por las políticas que tengan una repercusión directa en su ambiente operativo. Lo hará así, porque los nuevos propietarios de los bancos no tienen las propiedades industriales nacionales que habían tenido tradicionalmente los financieros mexicanos.

For the first time in its modern history, Mexico is confronting a highly concentrated banking sector with high levels of foreign ownership. This article argues that the new financial structure will fundamentally alter government-relations. It will do so by tracing the history of government-banking sector relations, demostrating how changes in the banking sector’s influence over government policy corresponds with changes in the industry’s structure. Rather than the banking sector acting and being treated as an over-arch-ing interest in Mexican policymaking, it will now become a more typical industry group and will concern itself with policies that have a direct effect on its operating environment. It will do so because the new foreign owners of the Banks do not have the domestic industrial holdings that Mexican financiers traditionally have had.
