Análisis de coherencia en los instrumentos de la formación cívica y ética en el tercer periodo de la educación básica en México

Abstract

México está enfrentando grandes retos, los altos niveles de desigualdad, los actos de corrupción, así como el desencanto frente a la democracia demandan replantear al tipo de ciudadano capaz de enfrentar y resolver tan difíciles circunstancias. Al Estado le corresponde la rectoría de la educación, la cual se constituye como uno de los medios fundamentales en la construcción de una mejor sociedad. Para ello, dentro de los objetivos planteados por la educación se ubica la formación de un mexicano que cuente con una serie de valores que permitan el desarrollo de la responsabilidad ciudadana y social con base en la educación cívica. Será mediante el diseño y la implementación de la política educativa que se logrará formar de manera eficaz al ciudadano que se busca. Un buen diseño demanda que los instrumentos utilizados en la política educativa para la formación cívica y ética de los niños cuenten con coherencia tanto de forma interna como con los objetivos señalados. Frente a esta circunstancia, la pregunta que guiará el presente trabajo es la siguiente: ¿Cuál es el grado de coherencia que existe entre los instrumentos de políticas públicas en la formación cívica de los educandos en el tercer periodo de la Educación Básica en México? A fin de lograr dar respuesta, se llevó a cabo un análisis de frecuencia de las menciones de aquellos valores cívicos y éticos que se busca desarrollar y que se encuentran contenidos en los instrumentos creados para ello, lo cual permitirá ver el nivel de concentración de los valores referidos y a partir de ello poder determinar el grado de coherencia que existe entre ellos. Los resultados obtenidos nos permitieron observar que existe un nivel de coherencia limitado e insuficiente, lo cual limita la probabilidad de éxito en la formación del ciudadano deseado. Actualmente se está planteando una reforma educativa, por lo que nos encontramos en un buen momento para que se establezca claramente el perfil de ciudadano que el país requiere y que se busca formar a partir de la Educación Básica y que una vez que estén claramente identificados los valores cívicos y éticos que habrá que desarrollar en los educandos se preste particular atención en la forma y concentración en que éstos se van decantando a través de cada uno de los instrumentos utilizados en la FCYE.

For this, within the objectives set by education is the training of a Mexican who has a series of values that allow the development of civic and social responsibility based on civic education. It will be through the design and implementation of the educational policy that the sought-after citizen will be effectively trained. A good design demands that the instruments used in educational policy for the civic and ethical training of children have coherence both internally and with the indicated objectives. In this circumstance, the question that will guide this work is the following: What is the degree of coherence that exists between the public policy instruments in the civic training of students in the third period of Elementary Education in Mexico? For the purpose of giving an answer, a frequency analysis was conducted regarding the mentions of those civic and ethical values that are sought to be developed and that are included in the instruments created for this, which will allow us to observe the level of concentration of the referred values and from there to be able to determine the degree of coherence existing between them. The results achieved allowed us to observe that there is a limited and insufficient level of coherence, which limits the probability of success in training the desired citizen. An educational reform is currently being proposed, and therefore, this is a good time to clearly establish the profile of citizen that the country requires and which is sought to be trained starting from Elementary Education and that once the civic and ethical values to be developed in students are clearly identified special attention be given to the way and concentration in which they are decanted through each of the instruments used in the FCYE.
