Evaluación económica del convenio de distribución de aguas superficiales del lago de Chapala y su efecto en el bienestar social

Abstract

The question answered in this job is the following: how is affected the social welfare of the inhabitants of the Lerma-Chapala river basin, if the supply of water for the agricultural sector is reduced and the level of the lake of Chapala is increased? By hypothesis, the total volume of water that retires to the farmer’s water above to them (been of Guanajuato) slips towards the lake of Chapala. Nevertheless, the increase in the level of the lake of Chapala is not conclusive as far as the effect on the social welfare of the inhabitants of the river basin, since this one will depend as well on the comparison or the balance that settles down between two effects that operate in opposite sense: a) The positive effect caused by the increase of the valuation by the lake like an environmental good on the part of all the inhabitants of the river basin and, b) The negative impact on the well-being of the consumers of the state of Guanajuato that takes place when it increases the price of the agricultural good, as a result of the reduction of the supply of water to the farmers and of the increase derived in the value of the water.

La pregunta que se responde en este trabajo es la siguiente: ¿cómo se afecta el bienestar social de los habitantes de la cuenca Lerma-Chapala, si se reduce la oferta de agua para el sector agrícola y se incrementa el nivel del lago de Chapala? Por hipótesis, el volumen total de agua que se les retira a los agricultores aguas arriba (estado de Guanajuato) escurre hacia el lago de Chapala. Sin embargo, el aumento en el nivel del lago de Chapala no es concluyente en cuanto al efecto sobre el bienestar social de los habitantes de la cuenca, ya que éste dependerá, a su vez, de la comparación o del balance que se establezca entre dos efectos que operan en sentido contrario: a) El efecto positivo ocasionado por el incremento de la valoración del lago como un bien medioambienta, por parte de todos los habitantes de la cuenca y, b) El impacto negativo sobre el bienestar de los consumidores del estado de Guanajuato, que se produce cuando aumenta el precio del bien agrícola, como consecuencia de la reducción de la oferta de agua a los agricultores y del incremento derivado en el valor del agua.
