<summary type="text">Endogenous bargaining power in dynamic principal-agent models with wealth-dependent limited liability
In standard dynamic principal-agent models, bargaining power is treated as a primitive (or parameter) that remains constant. This dissertation demonstrates that bargaining power is instead an endogenously determined equilibrium phenomenon under circumstances in which the agent’s limited liability constraint on accumulated wealth is binding. Once the limited liability constraint binds, the Pareto frontier becomes nonlinear; there are no longer separate instruments to achieve redistributive objectives other than by adjusting the incentive slope, and changing the incentive slope alters both the aggregate amount of surplus created and how surplus will be distributed. The lack of separability between efficiency and distributional objectives renders the actual bargaining power enjoyed by one party of a contract a strictly increasing function of the total amount of wealth accumulated by that party within the binding regime, but restores the exogenous bargaining weight assigned to each party of the contract once the limited liability constraint is relaxed. The wealth process defined by this system is geometrically ergodic, with a single invariant distribution that assigns approximately 65.9% of stationary mass to the binding regime at the baseline calibration. The structural drift that determines bargaining power over time is based solely upon model primitives and provides microeconomic foundations for reduced-form specifications such as that presented by Di Giannatale et al. (2025), and defines the mechanism through which wealth accumulation leads to persistence in differences in contractual surplus share ownership among contracting parties.

<summary type="text">¿Descentralización o control? Un análisis crítico a la teoría causal del ramo 33: el caso FAIS, FASP, FASSA Y FONE
A lo largo de los últimos cuarenta años, el modelo federalista mexicano ha transitado por diversas prioridades de desarrollo, modificando la relación entre el centro y los gobiernos estatales, así como la concepción de cómo proveer a la población los servicios esenciales de educación, salud, desarrollo social y seguridad pública. Estas modificaciones han representado desafíos para las entidades federativas, limitando su capacidad para desarrollar recursos administrativos y técnicos, así como su capacidad de toma de decisiones en la hechura de políticas públicas. Uno de los mecanismos clave para la provisión de estos servicios desde los gobiernos estatales es el Ramo 33, diseñado para nivelar las capacidades de los estados y proveer una fuente de financiamiento para su provisión. Sin embargo, el análisis de las asignaciones presupuestarias del periodo 2018-2026 evidencia una desconexión entre el objetivo, los instrumentos invocados y los comportamientos esperados. En lugar de incentivar la nivelación de capacidades de los gobiernos estatales, genera situaciones que, incluso antes de la implementación de las políticas públicas, pueden debilitar su efectividad, tales como rigideces en la aplicación de los recursos, dependencia financiera y una restringida capacidad de toma de decisiones en la hechura de políticas públicas. El presente estudio concluye que los instrumentos actuales no contribuyen al logro del objetivo; por el contrario, activan situaciones que lo dificultan, como rigideces presupuestarias y la reducción de espacios de decisión en sus propios territorios. Resultados que el PEF 2026 parece dar continuidad, e incluso exacerbar.; Over the last forty years, the Mexican federalist model has transitioned through various development priorities, modifying the relationship between the central government and the states, as well as the approach to providing essential services such as education, health, social development, and public safety. These modifications have posed significant challenges for federal entities, limiting their capacity to develop administrative and technical resources, as well as their decision-making capacity in the formulation of public policies. One of the key mechanisms for providing these services through state governments is Branch 33, designed to level the capacities of the states and provide a stable source of financing for their provision. However, an analysis of budget allocations for the 2018–2026 period reveals a disconnection between the stated objective, the instruments invoked, and the expected behaviors. Instead of incentivizing the leveling of state government capacities, the current framework triggers situations that—even before policies are implemented—weaken their effectiveness, such as rigidities in the application of resources, financial dependency, and a restricted decision-making capacity in policy-making. The present study concludes that current instruments do not contribute to achieving the intended objective; on the contrary, they activate situations that hinder it, including budgetary rigidities and the reduction of decision-making spaces within state territories. These results appear to be sustained, and even exacerbated, by the 2026 Federal Expenditure Budget (PEF).

<title>El marco institucional de evaluación de los fondos de aportaciones federales: el caso del Fondo de Aportaciones a la Infraestructura Social</title>

<summary type="text">El marco institucional de evaluación de los fondos de aportaciones federales: el caso del Fondo de Aportaciones a la Infraestructura Social
En esta investigación se realiza un análisis sobre el marco institucional del sistema de evaluación del Fondo de Aportaciones a la Infraestructura Social (FAIS), como un caso particular de mecanismo de evaluación en México. El análisis realizado permite concluir que el marco resultó adecuado al delimitar las funciones entre el CONEVAL, la SHCP y la Secretaría del Bienestar, además de que las evaluaciones realizadas permitieron iniciar mejoras del fondo a través del mecanismo de aspectos susceptibles de mejora. En general, no se identificó que existiera una limitante institucional para que se desarrollaran evaluaciones nacionales desde el ámbito federal. Sin embargo, el marco institucional es muy restrictivo para que las entidades federativas puedan solicitar evaluaciones desde la Federación. El Fideicomiso para la Evaluación de los Fondos de Aportaciones Federales (FIDEFAF), que es el mecanismo de financiamiento de las evaluaciones contemplado en el artículo 49 de la Ley de Coordinación Fiscal (LCF) ha sido inoperante, pues solo se han ocupado 2.1% de los recursos captados. Las entidades federativas han tenido que contratar evaluaciones del FISE con recursos propios sin atender necesariamente los criterios emitidos por el CONEVAL. Adicionalmente, se encontró que el marco institucional no contempla la retroalimentación de las evaluaciones locales hacia la toma de decisiones nacionales, ya que no existe un mecanismo que permita que las recomendaciones de las evaluaciones estatales sean retomadas como posibles aspectos de mejora en la operación nacional. El análisis realizado permite sustentar que es necesario diseñar un mecanismo de coordinación interinstitucional para el sistema de evaluación de fondos federales en el que el diseño, la planeación, la ejecución y el uso de las evaluaciones esté menos centralizado, que se permita mayor participación de los organismos estatales de evaluación en el diseño de los términos de referencia, se permita la innovación local y una mayor retroalimentación de lo local a lo nacional.; This research analyzes the institutional framework of the evaluation system for the Social Infrastructure Contribution Fund (Fonda de Aportaciones a la lnfraestructura Social, FAIS), as a specific case of an evaluation mechanism in Mexico. The analysis concludes that the framework was appropriate in defining the functions among CONEVAL, SHCP, and the Ministry of Well-being (Secretaría del Bienestar). The evaluations of the fund were used to generate improvements in its design and operation through the aspects susceptible to improvement (aspectos susceptibles de mejora). There were no institutional limitations preventing evaluations from being contracted at the federal level of government. However, the institutional framework is highly restrictive regarding the ability of state governments (entidades federativas) to request evaluations from the Federation. The Trust for the Evaluation of Federal Contribution Funds (Fideicomiso para la Evaluación de Los Fondos de Aportaciones Federales, FIDEFAF), which is the financing mechanism for evaluations outlined in Article 49 of the Fiscal Coordination Law (Ley de Coordinación Fiscal, LCF), has been inoperative, as only 2.1% of the collected resources have been utilized. State governments have had to contract evaluations for FISE using their own resources, without necessarily adhering to the criteria issued by CONEVAL. Furthermore, the study found that the institutional framework does not account for feedback from local evaluations into national decision-making, since there is no mechanism that allows recommendations from state-level evaluations to be incorporated as potential areas for improvement in national operations. he analysis conducted supports the need to design a less centralized inter-institutional coordination mechanism for the federal funds evaluation system. This would allow for greater participation by state evaluation agencies in designing the terms of reference, while fostering local innovation and stronger feedback from the local to the national level.
