La Iniciativa Mérida en el marco de la relación México-Estados Unidos

Abstract

After the terrorist attacks of September 11, 2001, security has been the main axis in the US-Mexico relationship, while drug trafficking continues to be a subject of great importance in the bilateral agenda. In this context, the Merida Initiative is established, with the objective of increasing bilateral cooperation in the war against drug trafficking and the transnational criminal organizations associated to it. This working paper analyzes this initiative through the constructivist theory. The central hypothesis is that the coincidence of ideas, interests and perceptions of both governments on drug trafficking creates more opportunities for bilateral cooperation. The main arguments are: first, that national security and the fight against drug trafficking became the priority of the government of Felipe Calderón and that foreign policy has been subordinated to these goals, and, second, that the Merida Initiative does not represent a new paradigm of cooperation between Mexico and the United States, even if it adds some new elements in the bilateral relationship. The conclusion is that the Merida Initiative is a cooperation mechanism to generate a common good that is highly important for both countries: a stronger Mexican State that can better fight drug trafficking and organized crime, and that this will have a positive impact on the security and stability of the country.

Después de los ataques terroristas del 11 de septiembre de 2001, la seguridad ha sido el principal eje en la relación México-Estados Unidos, a la vez que el narcotráfico sigue siendo un tema de gran importancia en la agenda bilatareal. En este contexto surge la Iniciativa Mérida, cuya finalidad es la cooperación bilateral para el combate al narcotráfico y las organizaciones criminales transnacionales ligadas al mismo. El presente documento de trabajo analiza esta iniciativa desde la perspectiva teórica del constructivismo. La hipótesis central es que la coincidencia de ideas, intereses y percepciones de ambos gobiernos sobre el narcotráfico crea mayores oportunidades de cooperación bilateral en el combate del mismo. Los argumentos principales son: primero, que la seguridad nacional y el combate al narcotráfico se convirtieron en la prioridad del gobierno de Felipe Calderón y que la política exterior ha quedado supeditada a estas metas y, segundo, que la Iniciativa Mérida no representa un nuevo paradigma de cooperación entre México y Estados Unidos, aunque tiene algunos elementos novedosos para la relación bilateral. La conclusión es que la Iniciativa Mérida es un mecanismo de cooperación entre ambos países para generar un bien común que es altamente prioritario para ambos gobiernos: un Estado mexicano más fuerte que se encuentre mejor posicionado para combatir al narcotráfico y al crimen organizado, lo cual repercutirá en una mayor estabilidad y seguridad en el país.
